Leo Lemire, mayor of Biddeford (1966-1969) and Samuel "Sam" Michaels, his Economic Development Director, circa 1969, location unknown. Michaels, who also worked as a fight promoter in the 40's and in economic development in Lewiston, was fired by Lemire's successor, Gilbert Boucher, and then sued the city for back pay and won.
